Mind control/mind reading in the masses?

Do you think we've evolved far enough as a species to deserve extra abilities like mind reading or telepathy and the like? Or are we still too wasteful and weak where it counts and should keep it with the government and military? These traits arguably are supposed to enhance what we have if we haven't abused and damaged what's natural, but people are over abusing what is already accessible and so clueless or ruinous about them... Withholding almost makes sense in an emergency situation...
