about upper limit it is compared to "mental age of older" but after age 35 ability DECLINES so cannot be "strong as 80 year old" in my example that makes an upper limit.
your ending is TRUE the iq does go down because if a 20 year old has advanced ability of 40 year old that is 200 iq, and at age 30 still like age 40 is better than OWN age group but only 133 iq.
