How do you create this cool red-blue effect on a photo?

As for me, all I use for all photo editing processes are several apps from
website. They offer the whole range of tools you will ever need for all those effects. They won't replace Photoshop, of course. But anyway...

It's a 3d model filter, not sure how to do it on computer editing but their are many mobile apps that apply this effect so I guess it's not that hard.

The app is on the iPhone and it is called imajicam and the effect is called tricolor.

Usually with photoshop, there are many tutorials online.

Layers. They just trace out a shape and either put it in a layer over or under the girl. They change the transparency on it so it blends in.

but if I do that it will look like this link but in the picture above there are just the outlines line this

As a graphic artist its all in your hands. The reason I know the shown picture was not meant for 3D is because the red and blue portions are not consistent with what would be the foreground and background. The artist used multiple layers with very thin lines to give the 3D like style. They even have red and blue lines near the hair that are just for styling. The first thing you want o do for something like this is copy the image, then remove the background.

Some layers will overlay the image and have partial transparency. Other layers will be under and have a gradient blur. To get a look like that you will need several layers of each color, and the line thickness is up to you.
