The propose of a border like any wall is not to stop crossing but to slow and better control it. This is mostly so that the laws of either side might be credibility enforced regardless of cooperation.

The only reasons States can afford to not have borders between them is because of federally enforced extradition agreements. Thus jumping the border doesn't help you.

That isn't as true between nations, Mexico and Canada for example won't extradite certain classes of people for certain crimes. Mexico has soo little control of many of its criminal druglords it literally can't extradite them for any crime they commit in the USA.

Without a border those men are effectively raider for the border regions at least. Free to come and do what they want before retreating back beyond our reach.
