It is usually safest to assume that 99% of people are doing at least one thing that annoys me.

It's always the obnoxious people with the obnoxious dogs who let them off leash. Being a long time trainer of professional public working dogs this is up there in my list.

I agree, I usually do my best keep mine by my side, I also try to walk her at night when everyone else’s dogs are inside

There are a number of people who have adopted/or have dogs who are reactive to other dogs from being attacked or what have you. They all walk around the mall parking lots late at night with a sort of agreement and understanding among each other. It allows their dogs to be exposed at distances without worrying about the other people reacting or noises disturbing anyone. It's pretty smart set-up.
