How can you get a loan w out have good credit history? Meanwhile hardworking folks are told they can't be approved for a loan because they don’t have a good enough credit score of a 20% down payment. But yet they’re making mortgage size payments on apartments because the banks say they can’t afford it lol

Because it takes an act of Congress to change tax law. Neither the President nor the Vice President can just change tax law.

Because vp doesn't have power like the president. The vp is the head of senate proceedings, not a bill maker. Vp is the representative of the president, not the president themselves unless the duties are passed onto the VP.

That's not in the constitution. Taxes are. I'm not a lawyer or an expert on who controls student loan debt, so I can't answer the question other than state the exec branch can't raise or lower taxes.
