Why shouldn't they be? In public bathroom's including men's rooms in businesses, they have diaper changing tables. Should only boy babies be changed by their father's in such rooms? Shouldn't condoms also be available in women's bathrooms? Oh yeah, they are.

Most businesses are small businesses that rent space from the building owner. Such business owners do not have the authority to unilaterally make such decisions.

It's a lot easier to simply say all bathrooms are unisexual. Of course, a lot of women aren't going to like that because the women's bathroom is often a safe-space where they can commune with other women.
