You're going WAY THE FUCK overboard on this!! I SERIOUSLY DOUBT that, if it WERE an actual accident, especially if everybody saw nothing but ass, which most girls show off completely at the pool/beach, anyway, no one but an extreme prude would say anything.
Case in point: mom has always been a good little catholic girl and big time prude. One day, she was sitting on the swing in our back yard next to the pool when my cousin started wresting with her 16 year old daughter in the pool right in front of mom. At one point, my cousin threw her arm over her daughter's shoulder and dragged her under water near the deep end and, when the daughter came up out of the water, she stood there with her gorgeous D cup tits naked to the world and mom got a VERY clear view of them from about 2 or 3 feet away!! Mom saw them, I saw them, the girl's little brother saw them as did anyone else around the pool and, possibly, some of the neighbors. Nobody did anything but laugh. My cousin accidentally pulled off her daughter's bikini top under water. I seriously doubt it was intentional because my cousin was even more religious than mom!!
