It depends on what you consider "foreign aid". Helping other countries feed their people, build a better economy, help them out in times of dire need? Sure, that's good.
Giving them 50,000,000 condoms to a country that either doesn't fuck or doesn't use them for fucking, so they can make bombs out of them, financing Serbian plays about being gay or trans, finding out if mice fuck better on coffee or tea?
