What the OP failed to mention is that it's not just any English. It's Trumpish. It includes words like BIGLY which is required to be used with any adjective and BEST which is required before any noun. Examples...

It's never needed one before and the only reason it's picked English is to be racist. Its a way of avoiding having to make documents available in other languages. To put in perspective the UK does not have an official language so why does the state need one?
