I think your missing the point. You can't tell if someone is illegal or a criminal just by looking at them. But you can tell I'd they're the wrong colour or race. So you stop them and if they haven't the right ID in their pockets arrest and hold it until someone brings it. Even if people carry ID eventually being stopped and quizzed every day 'encourages' them to leave the country.

Next step will be you need official government ID on you at all times and you can't access services or buy food without it.

They are also searching cars leaving the US to try to fill quotas. If someone overstayed their US travel visa and have a valid visa to enter Canada or Mexico, they have to cross illegally and report to immigration or risk being locked up. It's not about people being there illegally, this is a show of force because it's much cheaper to let people leave on their own than lock them up for months.
