Don't bother answering if you'd say "I wouldn't want to rule". I'd prefer visionaries who have an idea of what an ideal society would look like in their subjective opinion.

Liberty is paramount. People can do or say anything they want, as long as they’re not hurting others or taking from others. Words are not violence. All crime is mitigated with severe consequences and a three strikes rule is implemented. If you can’t get your poop in a group before your third strike, you are permanently marginalized. Corrupt officials are publicly executed and fruitless agencies are eliminated. Government representatives cannot earn more than the average hourly wage for their district. If they want to earn more, they have to empower their constituents to earn more. No exceptions. Lobbyists are executed publicly. Basic healthcare is universally available at no cost unless you refuse to take care of yourself. The government isn’t going to support your unhealthy lifestyle. You’re free to drink, smoke, eat unhealthy foods and refuse to exercise, but you’re not free to burden others with your lousy choices.
The domestic economy should be buffered from the global economy such that we cannot be made or broken by foreign economic policies, or economically manipulated into participating in foreign conflicts that don’t otherwise affect us. In that vein, the military industrial complex as it is would be dismantled. War profiteering would be treason. The US military’s sole purpose would be to secure our freedoms and protect us from all threats, foreign and domestic. TSA would be dismantled and all access into and out of our country would be managed by US military personnel with direct support from the state department.
Public education would be free and fair to all, and the standards would be raised so that we could be certain we are preparing young people to become healthy, intelligent, capable, independent and productive citizens that help us to strengthen and maintain our national economy. Health and physical education are mandatory. Teachers will be qualified and paid as though the future of our society is in their hands, because it is. If we want to turn out the best and brightest graduates, salaries should attract the best and brightest instructors in their respective fields.
States retain primary authority and freedom to operate as their residents deem best. The federal government only exists to foster interstate and foreign relations. Elected officials don’t have terms. They have jobs. If they fail to do their jobs, they are fired and replaced. If someone demonstrates promise to do their job better, they are supplanted but retain a position. Giving them the opportunity to do better.

Very difficult question:
I am the ruler of the world so no more political parties.
Religion is allowed but if anyone starts any violence in the name of their religion the punishment is death.
Violence of any kind will be treated harshly.
The only way to make a crime free, violence free society is to not accept crime or violence of any kind.
As for work…. Everyone works, no welfare. If you are handicapped we will find a job for you.
As long as you work you will have a good wage. Wages will be on a scale. The harder the job the more pay. But even the lowest pay will be enough to have a good life. BUT…. You don’t work you’ll be hungry, and homeless. Anyone homeless for more than a year is eliminated. If you get injured and can’t do your job we will find a job you can do

I like the concept. I've personally found it very difficult to find work. Would your government find work for everyone, as long as they are willing, indefinitely?

Think of this… even Walmart greeters have jobs. No matter how old or how broken they still have a job.
But let’s be realistic. People should be able to retire and need to be taken care of. A social safety net if you will BUT not at tax payers expense.
For every year you work your company will need to put an additional 10% of your gross into a special government savings plan that will be yours when retirement hits. That’s a social security that’s funded by the company you work for. That is specifically your money and if you die early it goes to your family in their special account until they are of age to take it out. Of course you can also save additional money to this special account.

That would be a truly horrible idea. While its nice and all to unite everyone under a single ruler, none of the groundwork has been done for it and even if I ruled successfully for my entire life, once I die all hell will break loose. It would also be fairly unwise to meddle with local laws and customs too much so having regional laws that reflects how they exist currently is definitely the best idea. This could be reduced in the future but it would have to be on a generational basis to avoid friction. People are unlikely to change so I would literally have to wait for them to die of old age.

I would literally have to spend every waking day trying to build up the institutions which will outlast me to even give a sliver of hope that human society won't bomb themselves back to the stone age at the first opportunity. A dictatorship is also not a particularly stable form of government, hence why so few of them has survived until today, so after I die it would be prudent to hand off power to some kind of democracy. Might even be able to establish the tradition and "soft start" the democracy by holding regular public elections for a cabinet of advisors under me that can then be elevated to government after my death.

As for what other policies I would try to achieve? Since I won't have too much time to dedicate to anything other than to safeguard the future of the nation, they will have to be more "aspirational" than actionable. Goals to unify peoples vision and promote cooperation instead of having them be idle and begin to undermine each other.

The pressing concerns would be the basics, at least this early in unification. Water, food, power, infrastructure and the economy. All important things but not something that would inspire people, for that you need something adventurous. Like for example space exploration and expansion. Expansion is probably in poor taste because it will make many feel like we would be wasting resources in space that could be better used to help starving people on earth so exploration is a better focus.

Finding alien life in the universe might be a lofty enough goal that it is unlikely to succeed and peaceful enough in nature that it is inoffensive to most people. I could also use this project to covertly try to resolve the actual pressing issues we have on earth such as developing technologies for living in space that just HAPPENS to make it easy to solve the water and food issues on earth or new materials and building techniques that could rapidly expand infrastructure.

With some luck I can twist the culture a bit and make sure that future generations are too busy exploring space to cause too much issues back on earth as well as leave behind a stable enough government to pick up the slack when I inevitably die.

I'd concentrate on transhumanist research to change the nature of man as much as I could because that is the main problem. I'm an ecclecticist so I'd be very laissez faire about most things. Probably two thirds of laws would be repealed. I'd be harsh about the most vile things. Murder or rape get the death penalty as would pedophilia. Everyone at a certain age gets an MRI scan to detect sociopath brain patterns. If such patterns are detected they go right into the operating room for immediate sterilization. Any crime such as fraud or theft would get you sterilized. Crimes of passion such as assault would put you under scrutiny and probably brain scans, I'd want to know if you were defending yourself , if someone had been asking for it for a long time, things like that. Any previous history of violence gets you the death penalty naturally. By these harsh measures I would hope to leave average and above people very free to live productive lives. All socialist programs would be cut back to survival and nothing more. Medicine would be a capitalist socialist combination. You pay for medical treatment, only the very poor or those stricken with severe medical costs get assistance. A millionaire could get help for instance if his bills would otherwise bankrupt him. The same with a man who lived paycheck to paycheck. If you were consistently poor and wanted help you would have to submit your finances to a private accountant provided by the government. This person would tell you what you could spend on what and help you arrange suitable training and employment. If you were found to be too stupid, you'd be sterilized. Likely a lot of oversite would be left to AI. As soon as possible all law enforcement would be left to AI and robots. Most dirty or dangerous jobs would probably be left to AI and robots as well. Citizens with missing limbs and damaged minds weaken the nation. The ideal citizen is happy, productive and free.

I wouldn't want to have A society, i want countries to keep existing and have some autonomy & individuality. but they'd all have to obey to some overarching principles: freedom of speech (with only some exceptions like for ex doing the apology of pedophilia), need to be civilized and care about human rights (no marriages of 6yos, hangings for blasphemy, etc), poverty needs to be kept to near nonexistent, pro social politics (free high quality healthcare for all, a lot of gov help for parents of young children or babies, a lot of money put in public infrastructure and making cities & towns hospitable and clean, good humane care & good pensions for the elderly, high quality education for all, high minimum wage, etc), putting a lot of money into progress (medical, technological, scientific, etc), cracking down hard on crime but still being humane and kind with reformable offenders who haven't commited horrible things (convicted criminals who are sociopaths & psychopaths should be eliminated for the greater good since they can't be reformed. people who have committed horrific crimes like pedophilia should also be executed for the common good), big focus on climate change & transitioning to a greener more sustainable world, promote healthy values in media and culture, make the internet safe and benefit the people before companies
