That’s not the intention. There are a number of entitlements that are large targets for waste, fraud and abuse. They are targeting the programs with the least mandatory requirements because that is where deadbeats and criminals go first to get resources that they don’t deserve. Resources that aren’t going to people who actually need them, mind you, because politicians and officials are giving everything to deadbeats and criminals instead.
