Yes ICE and CBP are funded through an agreement through 2029 but if DHS is defunded it may compel officials to agree on other provisions to create more oversight, regulation, etc of ICE

so removing funds for DHS is effectively a leverage tool

politics use leverage all the time each party does it. every government shutdown which impacts thousands if not millions is about using their leverage of the vote to try and get more of what they want for their constituents. every party does it. we can't cry foul simply because a party is suggesting shutting down or defunding a segment just because we don't agree. my brother didn't get paid for a month and a half by his employer (the federal government) when the GOP didn't want to extend ACA subsidies and cut federal spending until a deal could be reached. leverage right?
