Of course not. Reagan was always that way. The only reason he didn't dump on Mexicans openly was because he knew they were essential to California's agricultural businesses. He knew they were the only ones who would work for cheap in those conditions, so he cut them a lot of slack.

Idiot maga-dolts look back and say that cost 1 billion dollars in taxpayer revenue! Yeah, but so what? Corporations made 10 times that much because of the cheap labor and you got cheaper produce, but paid slightly higher taxes. Not as much as you're going to pay NOW when that labor force is gone.
