They are just a tight fitting foam-like material. They hold water that gets warmed by your body close to your body so that your body temperature stays somewhat insulated from the colder moving water around you that would draw heat from your body.

I have a couple of them and a dive skin.
I'm part of the dive rescue team, so depending on the temperature determines what I wear.
Ice diving is a dry suite, and cold water.
