Some individuals involved with the Russian and Belarus governments have spoken out about being banned from the Olympics. In their opinion, politics should play no part in sports and in (paraphrasing) order to determine the very best in the world, all "athletes" should be invited to compete.
There's a proposal that a separate Olympics be organized, played in a different year of the current Olympics, where all counties, regardless of government, would be invited to compete. I'd assume this would mean being played in an odd year instead of even (i. e. 2025).
