Because of licencing and laws, plus VPNs are getting hammered for all the bandwidth they are using.
Don't forget its technically illegal to bypass geolocks. They have to be careful.
You just need to run the proxy lists to find one with enough bandwidth for you.
Or you could, you know, not be a cheap ass and buy a VPN subscription?
Licenses are bought for different regions by different companies. For some regions Netflix owns the rights for others someone else owns them. And these can change over time.
A VPN just pretends you are somewhere else, when Netflix checks for your location and what shows are available.
