Does tracking bag allowed in cabin bag?

I am goona fly from Europe to Asia next month I bought a tracking bag because I have select seat with cabin bag. I saw on website 20x40 bag is allow in cabin.. but I don't know. m
So do you have experience with tracking bag? It's allow or doesn't. I have uploaded a photo
