An interesting question. Marco Polo brought the equivalent of beads and trinkets, expecting to find the Chinese in a state like Columbus would later find the Cubans in- instead he found cities grander than any in Europe (save maybe Constantinople). Had he found them MORE advanced (say, like 1890's New York), I think his reaction would have been something along the lines of "Holy crap!". Same with Columbus; he wouldn't've expected BETTER tech and engineering from another nation that had never been in contact with Europe.
But we are not talking cities. It is what he would say if he came across one of the larger modern cruise ships. His ship was tiny, 56 ft of deck, where a cruise ship could be 1,000 ft, and tower way over his tiny ship.
It's the same thing, just in a different shape. And given the passenger capacity of a cruise ship, can you REALLY say it's not a city?
