What does it mean when a guy you don't know touches your lower back?

I was standing a little bit in this guy's way. He said excuse me and touched my lower back as he moved past me. This happened two times. Was he just being polite, or was he flirting a tiny bit? I mean I know it was because I was in his way but considering I don't know him wouldn't most guys just touch the girl's arm or shoulder, or the upper part of her back?

He may or may not like you. For some guys, any excuse to touch a girl will do in a crowded room. Yes, it's perverted, but we're guys.

I guess it just depends, I know where I live people are generally friendly and it would be regarded as being polite or "gentlemanly"
