It's quite possibly a sincere compliment however it is also possible that as the other women answerers have said, he is probably dulling his rejection in the hopes that he won't hurt you. Remember though, guys can have feelings too and most guys, whether they admit it or not, like to know that someone admires them. It's a confidence boost and makes you feel good :) So it's very possible he IS flattered. Good luck!
