What constitutes being clingy in a physical sense? Where does "affectionate" become "clingy"? If a girl always needs to hold your hand and is always grabbing you and trying to kiss/cuddle in public, would you consider that "clingy" behavior, as opposed to occasional handholding and arm stroking, which would just be "affectionate"?
No, that is not a clingy behavior. Texting your boyfriend all day long and all night long, that is clingy. Not expecting them to have time to themselves, it is also clingy. Not allowing them to go out with their friends without you is also clingy.

I love physical affection, and I'm very touchy myself. If she's too addicted to it I'd probably have her try to get used to having some time without so she isn't dependent but it's good in general
I guess It depends on the receiver. If they don't want too much affection then it's clingy but if they want more than it's affection.
