Not a big deal at all. My girlfriend and I have been to both topless beaches and nude beaches. In both cases we adopted the "when in Rome..." standard.
By that standard, I also would not object if my girlfriend and her friends when to a topless or nude beach. In fact, the funny thing is that when you are at those kinds of beaches, after a bit, you just sort of accept it. It is not so much sexy - though when I was with my girlfriend that was different, but then we were looking to have sex with each other - as just routine.

It’s funny. In France, breasts aren’t really sexualised. People go topless. People breast feed in public. Breasts are featured in movies all the time. It’s a non issue! But word to the wise, if you are going to go topless, wear sunscreen on your breasts (particularly your nipples). They are very, very sensitive to sunburn.

As a man, it doesn't bother me at all if my wife goes topless. I still remember the first time she did it, after years of dating. We were at the beach quite early, she just took off her top and put it beside her on the towel. She never asked me if it was OK with me. She just made up her mind and I'm glad she did.
My wife is quite shy and I know it's not something she takes for granted. Even now, I have to take her to a beach far away for her to feel totally comfortable. The thing with topless beaches or nude beaches is that in places that they are common in, people aren't as sensitive about it or not used to it. They're more mature about the whole thing and you get less reactions than you would if everyone were alien to the concept. I've been to a few, as they aren't uncommon in my country. I would have to say they're okay. Nude beaches feel natural. One can tan better, but I don't need a tan. Women are nice eye candy, but it's nothing i haven't seen before. No big deal.
When I was about 16, I went on a cruise to the Virgin Islands with my best friend and his family. On one of the islands, we accidentally stumbled upon a nude beach, and you'd think that to a teenaged boy, a nude beach would be like heaven. It was not. It was just a bunch of fully-nude middle-aged and older men and women who should never ever be naked.
I'm 100% for topless rights for women, and while I'm currently single, I wouldn't have a problem with any of it. I think if it was legal and accepted everywhere, it would just become "normal" and it wouldn't be a big deal, but people and society (religion) make it one.
