Honestly, it's all about mutual attraction in the beginning and common interests. A relationship won't develop if there isn't some kind of mutual attraction between the both of you.

You can like someone all you want and you can give them everything to prove your love, but if they are lacking interest then no matter what you do will not work.

Just be your best self and flirt a bit! Test the waters and see how that person responds and then hopefully you two have enough in common to keep things headed towards a relationship. Treat he with respond and dignity and show her how special she is (just don't become too clingy too fast).
