I have to admit I wear tightly whites and feels comfortable to be and my balls are not swing around kind of held in place. So I admit sure it is okay if he feels comfortable in them.

Absolutely. I'm 32 now and I still wear briefs, mostly white but some colored. I got teased in high-school and college all the time about it but it didn't bother me to be honest. I ran track and danced so my underwear showed through sometimes, especially in dance. Our school track uniforms were these lights blue puma compression shorts and a white and blue tank top. I always had a fully visible brief outline like many of the girls and that's when I really started getting made fun of a lot because of this picture that went in the yearbook in 9th grade where you could see the entire outline of my briefs through my shorts. Didn't bother me one bit but the girl who did it actually apologized to me and said nobody caught it or whatever
If he likes to wear those then that's up to him. Clearly you don't find it attractive. You're completely right in that thought. This isn't hot to look at at all. If he doesn't like boxers, then he should find some that fit his size.

Tighty whities are great. As a guy who switched back myself. They are super comfortable and cost effective. I find the white fabric is way more breathable
