How soon is too soon to become a girlfriend or a boyfriend and then how soon is too soon to be married?

There really isn't a definite time.

If it were me, I'd expect to be girlfriend and boyfriend in about 1-3months based on consistent contact/communication. Sometimes, you could like a person and as time goes on, you realize you actually didn't like them as much as you thought. I think months give you time to be sure if your feeling of liking a person is consistent.

I also think people shouldn't get married until they dated for about a year or two.

Some people tie the knot sooner and others later. I personally wouldn't be ok with talking to someone for 6 months and they haven't asked me to be their girlfriend and I wouldn't be ok dating someone for 3 years and they haven't asked me to marry them. I would think something's holding them back and it could be uncertainty on their end.
I also wouldn't be ok with rushing things sooner either. I'd want to be sure that this definite and not the feeling of lust and excitement for me or my partner and therefore, things have been rushed on temporary highs.

I like to “talk” for 1-3 months. Its like getting to know eachother but if they’re also getting to know someone else then thats understandable. Once one of us decides if we want eachother or the other person, then we become official boyfriend/girlfriend. Usually dating someone before at least 3 months of knowing them in general is too soon for me. But i could make an exception for 1 month. As for marriage, marrying someone in less than 2 years of knowing them feels a bit rushed bt i’d make an exception for the right person

There is no magical time or date for these. I've known people who have become boyfriend/girlfriend exclusive on their first date, others who got married only a few months after meeting (and are still happily married years later).

It's up to each couple to decide when they are exclusive boyfriend/girlfriend and when to get married. If it feels right, then do it. by the way, thought it's traditional for the guy to propose marriage, it's perfectly okay for the girl to do it, or for both to discuss it and decide together.
