I'd suggest broaching with a non-romantic topic. When I've made friends with custies at work, it's been after about a month or two of chats when they come in - talking about video games, things not related to either work place, and hobbies.

Well... over the past 2.5 weeks, he has been saying good morning daily, remembers my name and my order, going out of his way to ask how i am, saying it is good to see me and thank you for chatting with me... etc... and i have caught him staring at me. But he hasn't asked me. out... so maybe he isn't interested?

I mean, shoot your shot. The worst is a rejection or ghosting. That's fine.

Maybe try observing if he does this with anyone else. Don't forget that being nice to people is kinda the job for retail.
