Not unless the woman is totally hideous. If she is just below average, it's not only possible but it's normal.

It can be proven mathematically. Something like 90-95% of people eventually get married. A large portion of the ones who don't get married do it by choice. Think about what that means when it come to looks. It means that MOST people who are below average looking get married. It even means that people who are quite a bit below average get married.

This same thing applies to facial looks, to their figure, to their height, to their intelligence, and to just about every other common human trait.
