Absolutely. For an instance: if someone has completely different values, or lives too far away. Someone you think is pretty, might even be a good friend, but know that it will only lead to pain if there is a relationship.

A simple example for me would be someone who is completely asexual. I can fancy them, but I wouldn't want to be in a relationship with them, nor date them. I just need something in a relationship they cannot provide.

Someone can even be attractive, and a good person, but not relationship material. And just as a good friend.

It's about values, chemistry, how you feel they would fit in your life, and such things.
