Anyone can date or marry anyone else, if only some religions prohibit such. Many take it as I’m not Arab. Noura calls Herself Arab (although She probably Arabised) and speaks Arabic. We want to marry. If it wasn’t for geographical reasons, We could.

Some of them. It's more a matter of culture and religion than ethnicity, obviously. The Arab in Riyadh? You're probably out of luck. The Arab in Ankara? Maybe. The Arab in New York City? You could probably make that work.

If they are Muslims then no. Muslims cannot date/marry people of different religion.

The Qur’ān allows Muslim men to marry Muslimas, Jewish women, or Christian women. It’s the Muslimas that can only marry other Muslims, but I’ve heard of a man of another religion who married a Muslima; he converted at her masjid, and nobody blamed the new convert or the Muslima for interreligious marriage.
