Do I let him go?

hi! i've never had a boyfriend or talked to a guy... 2 weeks ago a boy asked for my number at work we've been texting and he asked me on a date. turns out he is like 1.5 years younger (he is 16). his mom is very strict and she came to the first date with us. the guy was sweet and we played footsies lol but didn’t talk really. few days later i visited him at work for an hour and he was VERY touchy like hugging, hand holding, trying to get kisses, etc. lol and he didn’t really talk then, which makes me think he just likes physical affection stuff. the texts used to be cute and constant, here recently he is getting more distant and not flirting.… he didn't text for 2 days and then came back and said he was sorry and that he was busy and going through mental health problems. so i think he's still interested? but he just doesn't text anymore like he used to and when i bring it up he says he just isn’t doing well mentally. he has changed since the first week i met him and he seems bored of me, but just seems sad and i don’t know how to help or tell him that i miss how it was. he also doesn't have a license, so makes it hard to do stuff… HELP please 😭🤣
