Why does he always leave me hanging?

This guy i know , he never wants to help me out. Never. The people he does help do bad things to other people. Why?

No one is really obligated to help others. Sure it's something that we wish others would do, but there isn't any obligation there. So maybe you need to stop asking him for help or expecting him to do so. Because he probably make it clear by not helping that he does not intend to do so.
