The question is what are the reasons you find yourself drawn to rude cold guys and what would be the reasons you'd want someone like that to fall in love with you. At 16, just explore, discover and enjoy yourself. Don't concern yourself with hooking guys, especially ones you wouldn't choose to be with 40 years from now. Now is the time to discover what works best for you. Limiting yourself to one (especially one with questionable attributes) isn't in your best interest.

I'd call that personality "normal" -- particularly when interacting with girls. Teen guys are still learning just what personality they want/have and how to interact with other humans using their new minds and bodies. Those manifestations (nervous, rude, silly, cold, etc.) are normal.

Deal with him? Continue to treat him like you would any of your other friends.

Make him fall in love with you? Just be you. Talk to him. Give him attention but don't drown him in it. Figure out (or ask him) what things he likes and do those things. Spend time with him. It is possible (not guaranteed) that love (or crush/relationship) may come from that.

you can't. your options are to find someone else. well, that's not entirely true because guys can learn to love a girl they're not attracted to. question is, can you do the same?

Make? You don't MAKE anyone do anything. All you can do is put yourself in the best light and hope for the best. To try to make someone do something is called manipulation and is wrong.
