Timeline:
Jan 2-10th 2022 - i had a crush on him and he had a crush on me, talked then stopped
August 1st - 15th - hung out twice was great, got along well and have a lot in common, but then he ghosted me because I didn't want to go his place and have sex with him
September 22nd - he reached out wanting me to go over, I politely declined and wished him well
November 1st - he was lingering around my work
November 3rd - lingering around my work
November 7th - I asked him to hang out, we went for a drive, he wanted sex again I said no I'm not fucking him in his car.
November 10th - he lingered around my work again, I called him out and he just smiled and walked off.
December 1st - lingering around my work again

He sounds like he has a mild clinical diagnosis and would benefit from a counselor.
Sounds like a stalker you might want to report him, because he could end up being a rapist with that weird behavior who lingers around like that when he isn't even your boyfriend...
