Typically, that phrase means he is interested in sleeping with you but nothing more. In other words, they do not see and think Relationship. their thought is hooking up or friends with benefits.

I honestly don't know. He may actually really care and want to get to know you as a person before hooking up with you. But yes, speaking from a guy's Frame of Mind he wants to have sex with you later. He could also just want to get in your pants and not actually care about getting to know you even though he's trying to act like it. You're going to have to judge that for yourself if you do go out for drinks.
