He thought you wanted to Netflix and chill…, hang out.
If he does not get back to you within two days then he had other things going and he did not want to say No outright.
Sounds like his hanging out was more of a casual thing than what you were considering. Hanging out is not a "date." It's a maybe you do, maybe you don't, and if something better comes along, you do that better thing instead.
I wouldn't think much about it because it seems he didn't think a thing about it. You can always ask him why he didn't show. And tell him you were looking forward to hanging out with him. If he reacts oddly or badly to this admission, don't plan any future hang outs with this dude.
He changed his mind? But try to find out.
