So. I got into my feelings regardless some things, and his response to me was silly lady... then said Im not going no where neither are you were locked in.. what does where locked in mean? And as far as silly lady was he being rude,?

Silly lady is or is not an insult depending how it is used withing context of conversation. In your case, it is a positive reference as "stop you worried and fragile princess.. we are locked-in... you are stuck with me... I'm looking forward to our potential future together... I got you."
