Maybe, but there is a chance the reason is you allowed him to give you the silent treatment and rewarded it by coming back every time, settling what is the "norm" and what the roles are. If you never let him come back to you first, you were making clear you were not the "prize", but he was. If he is now used that he can put 0 effort because you are granted to put it all, well, he is not going to magically stand up and put effort himself.
But this is just an assumption; of course the reason could be he was not that into you already before, though, like you said. This is something you should discuss with him to understand where you both are in this relationship, how you are seeing it and what you are expecting from it in the near future. Which is in my opinion very important before "resolving things" after a conflict, because to resolve it you should propose a plan/agreement for both to give it another chance and work together on avoiding the same conflict with some limitations/rules to follow. So it's important to understand where both of you are going and if you are on the same wave, before planning any resolution, I think.

Probably. I mean if he loves you and cares about your feelings then he would put out a little more effort. take yourself out of the relationship and look at it as if you were looking at someone else relationship would you think that the guy isn't into his girlfriend or not.

What it means for certain is he does not like the means in which you communicate. He also may not be a communicator to begin with. In most of these cases he never ha an emotional attachment or bond with you. It probably means that he is out.
