Kooky means strange or eccentric. It's often used as a synonym for goofy. It depends on the context in which it was used as to whether or not you would be rightly upset over it. It's usually meant in a playful spirit, but best to ask the person who calls you that "what do you mean by kooky?"
I've been called that before, but that's to be expected considering the business I'm in. It doesn't bother me at all.
