He is back because he has no responsibility sense, so he doesn't care about possibly playing with your feelings. Most likely he ran because he wanted to have hookups, then he got bad luck with his other alternatives, and now, alone and without options, comes back crawling and crying.
He is probably hoping to convince you, maybe seeing you like a challenge, afterall it's known many men manage to convince women to have sex with them without an actual relationship even though that was a requirement for them before. I'm personally against "virginity until marriage" but that is me on myself, imagine my first time was with a friend and I still don't give much importance to sex. But that is me, and that guy probably has his own vision as well. And it doesn't matter!
If for you virginity before marriage is a rule, and you're putting a lot of importance on your first sex, then be it, stand for it and don't lower your requests. If you think it's important then the man must feel it as important too, and must commit to a long term relationship with you with no pressure about marriage just to get your body.
So most likely you should find a very religious guy who is also virgin, waiting for marriage to have his first intercourse. You'd be more on the same wave and he wouldn't make you feel like weird or that you owe him something, because he comes from the same ideology. And he would give the same importance on the first sex as you do, so that wouldn't be unbalanced.
