Why is it that dating apps only work for guys when you pay?

For a business to work you need to provide a service or good to a target audience in exchange for a benefit.

In the case of dating apps women are provided to the customers that are men. Clubs operate in the same way with the frequent women getting in for free during X/Y hours, can have Z drinks if they do. The goal is to attract women and provide them the service is and then leverage these women to attract men and have them pay for it.

Now that isn't sexist or anything. If men were in more demand it would work the other way around. But for simple reasons like there always being more men (There is not a single country on earth that does not have more men born than women! It is not a 50/50 chance.) as well as men being more readily available (which is largely a result of the distribution) it is working the way it does.

for starters, there's more men on dating apps than women which means a lot of men won't be getting success based on general statistics, plus dating apps are visual based hence an ugly dude will have far lower success than a hot dude, plus some have filters and limitations to cut you off from the women who use them and of course there's the money you have to pay and even then there's no guarantee of success
