That depends. The statement "We're still friends" usually means something different to women than it does to men. To women it means "I got him to say we're still friends, so that means the break up is not my fault, he doesn't blame me". Of course it might be her fault and he may very much blame her, but if he gives her this absolution she will go away. If not, she hangs around nagging him to say it so she doesn't have to think about what role her actions had in the break up. If she actually still socialized with 20+ people she used to date, that would require some thought.

Because you can't identify a cheater any better than finding them in bed with one of those exs. They are called EX for a reason. Having one or two EXs as friends is okay... they may have been friends beforehand.
But having 20 EXs as friends means that that person is a cheap slut / whore / tramp or a man slut and not even remotely trustworthy. The ONLY sort of person who'd trust someone this CHEAP is an IDIOT.

People keep using the word insecure the wrong way. An insecure person is a person who is in a position of vulnerability to a threat. People who cheat are far more vulnerable to stds, ending up alone, being stuck paying child support, unable to move on from an ex, lack of desireablity, etc.

By "most," I assume you mean of the 23, (a guess) she remains friends with 16. Some people don't break up badly. Perhaps these guys are fine people, but ultimately didn't suit her as long-term partners.
This would give me a yellow flag with her. And, discover if she'd MAKE a good friend, first off. If that's good, perhaps proceeding to the next level is OK...
