No, you cannot call every woman in the world "darling". This may work in Muslim areas but certainly not in the Western world. You may even upset the one or the other woman that is familiar with the Arabic mentality.

Calling a woman "beloved" that you do not know may cause you serious issues because you will be seen as someone that is too familiar and perhaps even as a harasser to women.

Refrain from using this endearment term with people you do not know and only use it with these people you are familiar with and that don't mind being subjected to that type of name.
