If a guy is a touchy person, how to differentiate him being friendly or something more?

Everyone that has been friends with him saying the same thing, he is touchy person. He literally hold everyone's hand, and list goes on. So its quite difficult to figure out by now.
Because, with others so far, no one ever go one-on-one 'date' with him. Except me and this 1 girl. To which i don't know if he just consider me as friend, and actually like another girl or not. Cuz i'm kinda suspicious between him and that another one girl.

Some people do like to touch and be touched. It comes from the tactile senses in the body.
My last boyfriend was huge on touching all the time. He required being hugged a lot. Sometimes it just plain wore me out.
