Do guys really struggle to get over a girl they didn’t even date?

It's possible. It really depends on the situation. Do you ever watch the show the Big Bang Theory? Well if so do you remember when Penny finally decided to date Leonard and he said I love you to her and it caught her off guard so she just says "thank you" back. And this causes a rift between them. Well eventually later they come to an understanding about it, that she cares about Leonard but she doesn't want to ruin what they had by moving too fast and that's why she didn't say I love you back. But in this conversation Leonard makes the statement that it makes sense she's not ready because he's been in the relationship like 3 years longer than her.🤣 which is funny. But that's what I'm getting at is some guys will watch a woman from a far wanting to ask her out and hopefully start a relationship if she's down for that. But to that guy things don't start when she says yes. To him things start when he first develops feelings. This is ALL THE MORE REASON for when a guy first develops feelings, to ask a her out. Because he's going to feel like there's already something between them if she rejects him and it's going to hurt more. But it's also understandable why guys don't. Because unfortunately there's a certain segment of women (and it's growing) that just enjoy playing with a guy like a cat plays with a mouse.

This is also why guys LEARN to not get too attached to a woman until she's given him GOOD REASON to. Problem for her is most women can't tell the difference between men withholding thier feelings and I guy who is just breadcrumbing her. It's pretty obvious to most guys.
