I'd say yea they can but the person who isn't needs to be the lead in the relationship, the one who has to step up and do more work to support and give care to their date.
Noted, I found out a lady with special needs likes me and wanted to give her a chance and not immediately write her off.
Yea of course, it's hard not to hurt someone that has a mind like that, just be considerate, be nice, helping, if you like her back then you have to be supportive I'm not sure on either of your ages, if you can't handle it or it's not for you, stay polite but if there is rejection do make sure that it's put out there, don't hold it back and end up being with her before telling her because someone like her will hurt a lot more she has a lot going on and if it doesn't work out still be there for her and keep her as a friend people like her need a friend to help her each step of the way in life.
I do like her back and care about her.

@gag6474 I don't plan to use her. Her ex was also mentally handicapped but talked down to her, I felt bad for her. She broke it off with him and told me she liked me.
