After discovering this I told him it was incredibly hurtful. He said it was no big deal because nothing happened , he just looked. Am I wrong to be upset? I was being a loyal girlfriend and he is looking at hook up sites for 9 months?

"looking" for 9 months is not just "looking", it's actively seeking hookups. how is this "no big deal" to him? all because nothing actually happened? that is an incredibly hurtful thing to do to your partner. i'd leave him.
