We met in person at an event and 2 weeks later went on 2 dates. We had a 3rd one planned but I had to cancel due to a family emergency. He hasn’t made plans with me again but he does like every one of my stories and does text me to say he’s thinking of me. He has an extremely busy work schedule, which I completely understand. I want to see him again. Should I ask him out or wait to see if he does? He seems interested, but I don’t want to scare him off. Help?

I’d say since you’re the one who canceled the plans then the ball is technically in your court to make new ones. Side note though, don’t worry so much about scaring him off. What you’re subconsciously doing is tailoring yourself to fit what he wants, which is disingenuous because it isn’t true to who you are.
Eventually your real nature will show, whether it’s being over-emotional, needy, dramatic, annoying, etc, and those qualities will be far from those of the woman he fell for, and he would leave. You should avoid that altogether and let him experience who you really are, so he can also decide if that’s what he wants.
You canceled, he's waiting for you to either ask him back out, or tell him he's a creep. Don't wait for too long, or he will assume the latter and move on.
If I were in his situation I'd be thrilled for you to ask me out. My opinion is do it!
