It depends on the individual not his race. The people who say things like more white people look good than any other race actually have strong preferences when it comes to skin, eye and hair colour. Anyone looking for a certain bone structure, eyebrow shape etc. is not likely to care much about the colours.
Even mixed guys look way hotter with a tan because it complements their features more than a white guy.
I wouldn’t reject a more attractive non-white guy for an unattractive white guy.

Fetishists want me to like them because they belong to a certain race. Racists don’t even want women like me to ever think about a hot man from a different race. All I’m saying is that if you’re old/unattractive/unhealthy/feminine looking then I’m not going to be attracted to you. Not everyone shares your racist/fetishist mentality. I’m not sure about the hotness factor though however my definition of “hot” is different than others. Usually his personality or some other defining trait can make him hot, not just about looks. I’m more attractive to personality quirks and character traits than I am to a cute face and a nice body.
